The YC «Titan» was created by Mikhail Sutyaginsky under the Committee of the Communist Youth League of the Production Association «Omsknefteorgsintez».
Pursuant to the Articles of Association, the organization's main area of activity was «the development of workplace and social activities of youth by creating and supporting self-regulatory, production, cooperative, and other associations».
