RIA “Sibir”: Group of companies Titan will create new cooperative chains in the Omsk SEZ “Avangard”

At the special working group session chaired by the Vice-Prime Minister of the Government of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev the creation of special economic zones (SEZ) in Omsk and Krasnoyarsk regions was supported.

The Group of companies Titan is one of the anchor residents of Omsk SEZ “Avangard”. The “Avangard” is special economic zone of industry-production type in Omsk region. Its anchor investors are “Gazpromneft - Bitumen Materials”, Group of companies Titan and “Osnova-Holding” whose investments amount to more than 20 billion rubles. Within the framework of the SEZ, it is planned to implement projects in the petrochemical industry and create more than 700 new work places.

The only founder of the Avangard SEZ is Omsk region. About 500 hectares have been allocated for the project in the northwestern industrial region of Omsk. SEZ residents will be provided with tax incentives.

“The strong petrochemical industrial center was created in the northern part of Omsk in the days of the USSR, and it still works, but needs a major re-equipment. It will help to attract investments, perspective employees and new technologies,” Mikhail Sutyaginsky, Chairman of the Board of Directors of the GC Titan noted. “Separate companies implement their projects, but the qualitative break we need system decisions and the governmental and region support. We believe that one of the support measures is the creation of a SEZ.”

The Group of companies Titan is one of the key residents of the SEZ "Avangard" and is preparing to implement strategic projects to increase the depth of processing of organic synthesis products, including the introduction of the epoxy resins production. The raw material base for the new units will be provided by the “Omsk kauchuk” plant capacities – the key petrochemical active of Group of companies Titan.

“All projects implemented by the Group of companies Titan have high ecological characteristics and implemented by the best available technologies the company can use. The bright example is the project of reconstruction of cumene production with isopropyl alcohol production unit, which implies minimal impact on the environment. The Group of companies Titan upgrades the active production units to reduce environmental impact in the region as much as possible, at the time of the new projects implementation,” Mikhail Sutyaginsky noted. “Launch of the isopropyl alcohol production and implementation of other projects can provide us with our own raw material base for further development of the direction of low-tonnage chemistry.”

It is planned that new cooperation ties will be created on the base of new productions of the Group of companies Titan in the SEZ “Avangard”. It allows to create hundreds of high-performance work places in enterprises, providing service and further processing of the products of this complex, press-service of the Group of companies Titan noted.

“In the list of the key areas for the petrochemistry development, identified in December 2020 by the President of the Russian Federation, the law-tonnage chemistry was noted too. Mainly medium and small enterprises are engaged in this area,” the head of the Group of companies Titan summed up. “Good infrastructure - buildings, energy, water supply, roads attract business. Usually, significant investors have to create the infrastructure and spend a lot, because a list of different projects can’t be implemented without special conditions. With the support of the government, anchor residents, in cooperation with small businesses, can organize collaborative work that allows to obtain a multiplier effect for the region's economy.”

In Russia, 2020 became a record year for the number of new SEZs - 6 new economic zones were created in the Nizhny Novgorod, Saratov, Moscow, Vladimir, Astrakhan regions and Bashkiria, the creation of two more sites in the Krasnoyarsk Territory and the Omsk Region was supported by a working group under the Government of Russia. According to the Deputy Minister of Economic Development of Russia Sergey Galkin, the total volume of investments in 8 new SEZs will amount to more than 112 billion rubles, in total, residents will create about 8 thousand new work places. In total, 36 special economic zones currently operate in Russia, which have attracted 830 residents with a declared investment volume of more than 1 trillion rubles. SEZ residents have created more than 42 thousand new work places.
