Omsk region government portal: 100% of the Special Economic Zone “Avangard” shares will remain in the ownership of Omsk region.

The Government of Omsk region approved a draft regulation on establishing the management company for the special economic industrial production zone.

The territory for the future area with preferential business terms is already defined and the work is carried out by the potential residents. The establishment of asset management company was the next step. It will be the Joint-Stock company “Special Economic Zone of industrial and production type “Avangard”. The relevant decision was made today on 5^th of February at the meeting of regional cabinet of ministers of Alexander Burkov. Omsk region is the stock company founder and the owner of 100% shares.

“It was proposed to establish privately owned Special Economic Zone as well as the asset management company. But considing the fact that several companies at once are ready to invest, it was decided to leave SEZ in the hands of the region. It will be easier for us to ensure the process structuring that way regardless of who will come tomorrow as anchor residents. Development of the low-tonnage chemistry and the petro chemistry is very important for us. In order to achieve this we need such partners as Gazprom Neft and “Titan” GC and in the future we will jointly attract the new participants of the production», Governor Alexander Burkov emphasized.

On behalf of Omsk region the Ministry of Property Relations was approved as the founder of the joint-stock company and the owner of the share stock and the Ministry of Economics of the region will be responsible for the asset management company.

The asset management company will organize and provide the operation of the transport, engineering and customs infrastructure of the special economic zone, area improvements and as well as attract, select and organize the work of the residents.

The regional authorities will fill the application for the establishment of a special economic zone in the Omsk region as early as April. One of the key elements for the submitting the application is the establishment of the asset management company as the joint stock company. Currently three anchor residents have already expressed their interest in placing the projects on the territory of the special economic zone.

“The projects which are promising for the inclusion in the special economic zone establishing program are based on the modern energy efficient and environmentally friendly technologies, the Deputy Minister of Economics of Omsk Region Elena Rusinova informed. “It will be technologically advanced territory on the map of Omsk region. All in all, the establishment of the special economic zone “Avangard” will raise the investment to the basic capital of organizations to an extent of more than 10 billion rubles and it will provide more than 800 new jobs. And it is just the beginning of implementing of this process. The investment capacity of the special economic zone can be additionally increased by the other industrial production profile projects. The specialization is defined according to the region economic structure based on processing which is very important and relevant. We are moving towards the deep process of the chemical and petrochemical products.”

It should be noted that the special economic zone of industrial production type is being created in the region as a part of the implementation the Omsk Region Budget Message of Governor Alexander Burkov. The determined territory is in the Northern industrial zone of the Omsk city which is at a close proximity to the Krasnoyarsky tract.
