Om1.ru: the regions are ready to cooperate for the development of the chemical industry of Russia

An interregional science and practical conference “Building technological solutions as part of completing import substitution tasks in the chemical industry” is being held in Omsk. At the plenary session the participants discussed the efficiency of regional programs and relevant supporting measures implemented for the launch of investment projects in Russia. 

The conference was organized by the Government of the Omsk region, AO GC Titan, All-Russia Public Organization Business Russia and the Russian Union of Chemists. Delegations from Omsk, Pskov, Sverdlovsk, Rostov, Novosibirsk regions, the Republic of Bashkortostan, representatives of the Ministry of Industry and Trade of Russia, industry, scientific and business communities took part in the plenary session. The plenary session was moderated by Maria Ivanova, First Vice-President of the Russian Union of Chemists.

“Today Omsk has become a place of holding a nationwide event – we are discussing strategic questions, the solution of which affects the technological sovereignty of our country, in particular the development of low-  and medium-tonnage chemistry. In today’s economic conditions, when we depend on LMTC products supplies from abroad, it is necessary to launch such production facilities in our country as soon as possible. Since 2019, this topic has been an important one for the Chemical Industry Committee of Business Russia which I head. The first science and practical conference devoted to low- and medium-tonnage chemistry was held two years ago in Omsk. The result of the conference was the creation of a list of pulling projects that were included in the corresponding list of the Ministry of Industry and Trade of Russia. In January, we established an LMTC commission based at the Russian Union of Chemists in order to strengthen work with industry representatives. Just a week ago at the Moscow forum “Growth Resources” we had an interesting discussion about stuffing, formation of LMTC production infrastructure and promotion of products on the domestic market. All entrepreneurs’ wishes collected at such platforms we send to the governmental bodies, and we also work out solutions to pressing issues with industry experts,” Mikhail Sutyaginsky said.

Deputy Director of Department of Chemical and Technological Complex and Bioengineering Technologies of the Ministry of Industry and Trade of Russia Darya Shevyakina said that at the end of 2022, the amount of state support for the chemical industry exceeded 2021 more than 3 times, and the direction of LMTC is one of the key for the department she represents.

“Last year many industries needed more LMTC products. In November we updated our import substitution product list in order to provide companies with supplies. The list includes more than 300 items. It is corrected literally online. We are always ready to have a dialogue with investors. We work with each investor individually,” Darya Shevyakina said.

“Ensuring technological sovereignty of the country is the task assigned by President Putin. Own low-tonnage chemistry production is vital for pharmacy, food processing industry, household chemicals, engineering and building materials industry. The Government supports AO GC Titan’s efforts to focus on projects that allow production of important import substitution low- and medium-tonnage chemicals,” emphasized Dmitry Ushakov, First Deputy Chairman of the Government of the Omsk region.

Olga Tarasenko, General Director of GC Titan, noted that the enterprises of the Group were represented in 8 regions of Russia. She emphasized the importance of interregional cooperation and collaboration.

The Deputy Governor of the Pskov region, Ninel Salagaeva, speaking about regional support measures, presented the example of SEZ Moglino, the anchor resident of which is the plant Titan-Polymer. At the same time, as the Vice-Governor emphasized, the issue of creating an industrial industrial industrial park with the participation of enterprises, the raw material for which is the products of the Pskov plant of GC Titan, in particular, BOPET-film, is currently studied.

Speakers from the Rostov and Sverdlovsk regions and the Republic of Bashkortostan presented their possibilities for implementation and development of projects, including those in the field of small and medium-tonnage chemistry. The tools to support projects in the field of low-tonnage chemistry were presented in more detail at the strategic session of the interregional scientific and practical conference.
