The importance of the law-tonnage chemistry development was discussed at the forum “Chemical Industry in Details”

Also, problems of technical re-equipment investment and digitalization, mechanisms of governmental support and environmental agenda were discussed at the large-scale Federal forum, which was organized by the Ministry of Industry and Trade of the Russian Federation.

Representatives of the Ministry of Industry and Trade and Ministry of Energy of Russia, Sberbank of Russia and VEB.RF, Heads of scientific institutes, companies of chemical complex (incl. law-tonnage sector), took part at this forum. The famous TV presenter Dmitry Guberniev was the moderator of the discussion “Chemical complex of Russia: new markets, new horizons, new competencies”.

Guests and speakers were met by the deputy Minister of Industry and Trade of Russia Mikhail Ivanov. He expressed his hope, that the forum held for the first time this year, will become a platform of regular views exchange of chemical complex enterprises in future.

As a part of the discussion of investment activity, which is basis of petrochemistry development, Alexander Orlov, Director of the Department of the Chemical-Technological Complex and Bioengineering Technologies of the Ministry of Industry and Trade of Russia noted that the Department constantly creates conditions for symbiosis between the government, business and development institutions. “Over 5 years in the chemical industry, about 22 billion rubles were provided as measures of governmental support, while the company's investments are estimated at about 3 billion rubles,” he noted. “In total about 70 projects were realized.”

Deputy Minister of Energy of the Russian Federation Pavel Sorokin noted, that one of the key problems is problem of high interest rates on loans for medium and small enterprises and settled on one of the non-monetary measures to support large-scale gas and petrochemical business the recently adopted reverse excise tax on ethane and LHG: “Thus, we create conditions for large-scale projects development, we export 7 million tons and burn 10 million tons of ethane every year, but this measure allows to transfer the ethane to production, it means creating of raw materials for the next processing.”

A big part of the discussion was connected with speeches of representatives of law-tonnage chemistry industry. They told about the main problems of the industrial sector – lack of domestic scientific developments and equipment, dependency of foreign materials, difficult access to concessional financing and impact of energy influence of the energy component on the competitive ability of products.

Mikhail Sutyaginsky, Head of Committee for the Chemical Industry of “Delovaya Rossiya” and Chairman of the Board of Directors of the AO GC Titan noted the necessity to stimulate law-tonnage chemistry development: “Development of large-tonnage chemistry must be started from the law-tonnage chemistry development. It will give us an opportunity to create our own market and go in tune with the large-tonnage chemistry.”

Also, during the event Mikhail Sutyaginsky touch on an issue of governmental support of domestic petrochemistry and noted the problem of lack measures of capital-intensive large-scale chemical business development. Active implementation and support of new technologies is guarantee of petrochemical industry development. “Governmental regulation should be aimed specifically at the development of advanced technologies in support of research and development related to the creation of new technologies that provide new materials and make our country the leader,” Mikhail Sutyaginsky noted.

The “Green” agenda was presented by Senior Vice President of Sberbank Vladimir Sitnov. “Today the ESG-agenda becomes important for all countries. ESG is environmental, social and governance, and we want to promote it among our partners, – he said. – Bank has already specified risks, connected with ESG-agenda, and today it develops “green” products, including differential подход approach to interest rate for ESG-responsible companies.”

The forum finished by the award ceremony for the "Business Index of the Chemical Complex". According to Mikhail Ivanov, the prize is aimed at drawing attention to the most significant projects in the chemical industry. The establishment of this award aims to highlight the importance of initiatives aimed at the progressive development of the industry. Among the nominees who made a significant contribution to the development of the industry, the winner's diploma was awarded to the Group of companies Titan as a company that is actively involved in open information activities.
