Public Chamber will supervise the implementation of «Titan-Polymer» project

The Public Chamber of Pskov region created a work group engaged in supervision of construction of «Titan-Polymer» plant in the Special Economic Zone «Moglino», within the framework of which presentation of future Pskov enterprise took place.

German Petrushko, General Director of «Titan-Polymer» LLC presented to the work group members the project of polyethilene terephtalate production and polymers processing complex.

«Titan-Polymer» is a European-level plant with the newest equipment, state-of-the-art technologies and own research laboratory. The project provides for multi-level environment monitoring system. For example, recycled water will be returned to production cycle after treatment», noted German Petrushko.

Up to 180m³ of aqueous runoff will be generated every day which is almost equal to the volume generated by a block of flats inhabited by 500 residents. Level of gaseous effluents will also be extremely low (except for the gases forming part of normal atmosphere). Amount of hazardous substances which will be discharged into the air is so negligible that it can not be determined using existing monitoring methods due to extremely low concentration

Polymer production complex is related to low-waste production (only 35 tons of waste having IV-V hazard class and subject to disposal will be generated annually). The amount can be reduced due to implementation of recycling processes.

Public supervision will be carried out during the entire period of plant construction and commissioning. However, the enterprise is going to do much more: «The plant will be open for visitors: public representatives will be able to visit the enterprise with tours to make everyone sure that our production is eco-friendly», German Petrushko emphasized in his speech.

He noted that such practice had been implemented at Omsk facilities of the Group of Companies «Titan» since 2011. More than 3000 people visited the company's industrial facilities for the last 8 years.

In order to assist the work group in its supervisory work it was decided to involve experts from ecologists, chemists and other specialists — representatives of scientific and civic organization, expert communities.

«We drawn up the list of five experts — employees of Pskov State University, candidates and doctors of sciences who will be able to deliver opinions regarding planned production on basis of provided materials», noted Anatoly Multakh, Chairman of Public Chamber of Pskov region.

Pskov «Titan-Polymer Plant» LLC is an anchor resident of Special Economic Zone «Moglino». A large industrial complex for import-substituting production of PETF with a capacity of up to 170,000 tons/year and BOPET with a capacity of up to 70,000 tons/year is slated to be established in the territory of the special economic zone.

The project's estimated cost is 13 billion rubles. 500 new work places will be created and the number increases to 2.5 thnd taking into account affiliates. Agreement on ecological partnership was concluded by Administration of Pskov region and «Titan-Polymer» LLC during Russian Investment Forum 2019.
