Project of «Titan-Polymer» plant was presented to Pskov deputies

On March 27-28 German Petrushko, General Director of «Pskovsky Zavod «Titan-Polymer» LLC delivered a presentation to Pskov city and regional parliamentarians. Massive public outcry to possible construction of a new production facility in the region was the reason for parliamentary control.

During the parliamentary sessions he gave a detailed account and delivered presentation concerning the products to be manufactured and the goods to be used at the plant. German Petrushko noted that the enterprise will be highly-efficient, safe and modern. «Production of such polymers is one of the cleanest in the world: it generates no hazardous effluents, provides for multi-level waste water treatment at industrial treatment plants», the manufacturer said.

Today designing of the plant is in progress, construction permit will be obtained by «Titan-Polymer» only provided that positive opinions of State Expert Review, Industrial Safety Expert Review and State Ecological Expert Review are received.

Anatoly Multakh, Secretary of Pskov region Public Chamber told that work group on social supervision over construction of «Titan-Polymer» plant had already been created and had been working since February 5. The work group includes 7 representatives of the Public Chamber as well as 9 experts in the field of chemistry and physics invited not only from Pskov, but also from other regions.

Viewpoint of executive authorities was presented to the deputies of regional Duma by Deputy Governor Ninel Salagaeva. She noted that enterprises with similar or even higher classes of harmful effect on the environment operated in the region. For example «Slavyanka» factory has IV hazard class and «Shelonsky» collective farm, Pskov poultry factory and Velikie Luki pig-breeding farm have I hazard class. Answering to the deputies' question regarding feedback of other residents of «Moglino» to possible neighborship with «Titan-Polymer» plant, Ninel Salagaeva told that none of the investors diverted from implementation of their projects.

Summarizing the parliamentary hour Chairman of the Meeting Alexandr Kotov noted that until there was no approved design solution and no opinions of state expert reviews obtained, all arguments of both skeptics and supporters of the plant construction were just emotional public speaking. He noted that people coming out to protests possessed no relevant information and often did not even understand what industrial facility would be launched by «Titan-Polymer».

«Administration of the region and Special Economic Zone «Moglino» acts exceptionally in a lawful way in strict compliance with regional and federal legislation. As soon as the design is ready and opinions of ecological expert reviews are obtained and public hearings are held, we will be able to come to conclusion regarding feasibility of plant construction proceeding from provided figures but not on basis of our own internal sensations», Alexandr Kotov said.

Chairman of Regional Deputies Meeting called on all political forces to take a constructive position and executive authorities to provide the citizens with full and objective information.

A ruling adopted by the deputies following the results of the parliamentary hour recommended the Administration of the region to make public the resolution of Expert Council of «Moglino» regarding approval of business plan of «Titan-Polymer» plant and recommendations on conclusion of agreement on operation in Industrial Special Economic Zone «Moglino». Agreement on cooperation in the field of environment protection (ecological partnership) concluded on February 14, 2019 shall be made public as well. Besides it is recommended to provide for official publication of information regarding the stages of fulfillment of the agreement including information on planned and conducted ecological expert reviews and its results.
