In May, the inspection of the plant “Omsky kauchuk” was completed by the inspectors of the Federal Service for Supervision of Natural Resources. In the course of the inspection no serious violations relating to impact on atmosphere air were revealed. 

During control measures, 21 sources of pollutant emissions were checked, and violations were not registered at 18 of them. In three cases, the violations related not to exceeding the established standards of allowable emissions, but to the methods of their registration.

The involved specialists of the Centre of Laboratory Analysis and Technical Metrology didn’t manage to take samples in the phenol and acetone production workshop due to shutdown for preventive maintenance. Own cumene production (the main raw material for phenol production) was stopped for the reconstruction period, and the work of the shop using imported raw materials was considered inexpedient due to unfavorable market conditions.

The AO “Omsky Kauchuk” has got permission to bring the phenol and acetone workshop into production. The constructed facilities are fully compliant with the project documentation. The project documentation for these facilities contains an environmental section and passed the main state expert review in 2018. At that time, the state environmental expert review of the project documentation was not required.

Most of the 24 identified violations are related to execution of environmental documentation, including the list of sources inventory, the plan to reduce emissions during periods with unfavorable meteorological conditions and the production control plan. All these documents were developed in 2018 in accordance with the regulations in effect at that time. The enterprise takes measures to bring the documentation in proper form within the prescribed time limits. It is worth reminding that the plant “Omsky kauchuk” has already started updating its environmental documentation: an inventory project and a new MPE volume are being approved by the Federal Service for Supervision of Natural Resource Usage (Rosprirodnadzor).

At present, the development of a project for reclamation of the decommissioned industrial waste landfill has been completed. The project has been submitted to the State Environmental Expert Review.

The enterprise will also tighten control over waste management.
