On January 27 with the participation of Denis Manturov, Minister of Industry and Trade of the Russian Federation and Alexander Burkov, Governor of Omsk region, a ceremonial event was held to launch the phenol and acetone production at “Omsky kauchuk” plant.
The petrochemical production was officially launched in the form of an Omsk-Moscow teleconference. In Omsk the opening ceremony was attended by Alexander Burkov, Governor of Omsk region and Andrey Posazhennikov, Minister of Industry of the region. During the teleconference Nikolay Komarov, General Director of the PJSC “Omsky kauchuk” received a signal from the Federal minister to start the official ceremony. Tons of feedstock were delivered to the unit “on air” and finished products will be shipped to Russian consumers in the near future. “Regarding quality the new Omsk phenol will withstand competition with imported products, which will completely replace imports within the country and compete on equal terms with the world’s largest manufacturers at the international market,” the Head of the plant assured.
“For Omsk region and for all Russia this is a strategic important project. We increase the delivery volumes of the acetone export and we reduce the dependence on imports in our country, reducing the imported phenol consumption”, said Alexander Burkov, Governor of Omsk region.
In Moscow, Mikhail Sutyaginsky, Head of the Group of Companies “Titan” took part in the event at the site of the Ministry of Industry and Trade of Russia. “Cooperation with the Ministry of Industry and Trade represented by the Industrial Development Fund is a positive example of interaction with the real business sector in terms of implementing the national strategy for the industrial potential development of the Russian Federation,” he expressed gratitude to Denis Manturov. Further Mikhail Sutyaginsky noted that the technical re-equipment project of the phenol and acetone production is one of the comprehensive project stages for the Omsk petrochemical site modernization of the Group of Companies “Titan”. At the same time the company implements the project for the reconstruction of cumene production facilities with the isopropyl alcohol production unit. The improved domestic technology will allow to reduce by several times the environmental impact, and a modern system of automatic control and adjustment allows to minimize the human factor impact. The start of the isopropyl alcohol production will give an impetus to the development of eco car care products on its basis (windshield washer fluid, antifreeze etc). Such eco car care products have a minimal impact on the environment.
“The company will use improved domestic solutions and equipment range that fully meet the requirements of the best available technologies. This will minimize the environmental impact, and the product quality will meet the highest international standards. Within the framework of the national project “International Cooperation and Export,” we have already signed the agreement with “Omsky kauchuk” relative to the program implementation for increasing competitiveness. In accordance with it, just in 5 years the company expects to increase deliveries abroad by almost 25 times - up to 7.4 billion rubles in the year 2024, and also to almost completely replace the phenol and acetone imports”, said Denis Manturov.

Within the framework of the project implementation the Group of Companies “Titan” purchased more than 300 units of the main and auxiliary process equipment - columns, heat exchanging units, tanks and pumps. Within the active work periods more than 450 people worked at the workshop site including specialists of thirty contractors.
The project was implemented with the support of the Ministry of Industry and Trade of Russia using a loan of the Industrial Development Fund, and within the framework of the Petrochemical Industrial Cluster of Omsk region, including on the basis of the cluster member - Omsk Industrial and Economic College, where a relative specialty was opened for training. Medium and small-sized businesses were also involved, represented by the Russian suppliers of process equipment, as well as construction and specialized installation organizations from several regions, including Tatarstan and Bashkortostan.
The technical re-equipment project for the phenol and acetone production provides for the production capacity increase by one third and is aimed at enhancing the economic potential of Omsk region, increasing the amount of tax payments to the regional budget and creating new high-tech jobs.
