Opportunities for the development of the domestic chemical industry under current conditions were discussed in Omsk

Representatives of the authorities, business and scientific community spoke about necessary supporting measures for producers of the Small- and Medium-Tonnage Chemistry (SMTC) at the strategy session "Effective project development means in the field of low-tonnage chemistry" within the interregional research and practice conference "Building up technological solutions as part of implementing import substitution tasks in the chemical industry".

The event was arranged by the AO GC Titan, the Government of Omsk Region, the Chemical Industry Committee of “Delovaya Rossiya” and the Russian Union of Chemists. The strategy session of the conference was a continuation of the discussion that took place on March, 21 in Moscow at the roundtable discussion 'Creating conditions for the development of SMTC: chemistry renaissance'. The moderator, Rossiya 24 TV presenter Ekaterina Gracheva, reminded of the main problematic issues of the SMTC industry that had been formed at the round table. These are extensively studied projects, qualified personnel, infrastructure, feedstock, logistics and market.

The experts at the meeting discussed what instruments were effective for implementing projects in the chemical industry and what conditions were necessary to meet the challenges of import substitution and accelerate the commissioning of new facilities in the small and medium-tonnage chemical industry.

The current difficult situation in the country's economy, experts say, has served as an impulse for the development of the domestic chemical industry.

Omsk Region is one of the country's leaders in the production of chemical products. "We have been set the task of import substitution, the region has developed a program until 2025. First and foremost, we are handling the task to establish production facilities in the petrochemical industry. A number of projects have already been implemented, for example, GC Titan has launched an import-substituting production of isopropyl alcohol, which is necessary and important for the country. In addition, the region has other large-scale projects in prospect, with the launch thereof we will be able to completely avoid dependence on a number of imported products," Minister of Industry and Scientific and Technical Development of Omsk Region, Andrey Posazhennikov, said.

As Maria Ivanova, the First Vice President of the Russian Union of Chemists, pointed out, the priority tasks of the industry today were activation of the scientific community potential to start new technological lines, return to design institutes to achieve technical sovereignty, as well as development of large chemical production facilities.

Mikhail Sutyaginsky, Head of the Chemical Industry Committee of "Delovaya Rossiya", Chairman of SMTC Committee of the Russian Union of Chemists, spoke about the issues that investors face when implementing SMTC projects. "We need to select a land plot, connect to infrastructure. Meanwhile, it can take several years to get a land plot and a construction permit, to connect the facility to electricity and water supply and to perform other mandatory procedures," Mikhail Sutyaginsky said. - I believe it is important to shorten the customer route. At the end of last year, colleagues, on the basis of our committee, we held focus groups on the topic of reducing the customer route, reengineering industrial construction regulations. We sent the formed results to the relevant authorities".

The strategy session also discussed the production release of cosmetics and household chemicals, manufacturing of which is associated with the development of the Small and Medium Tonnage Chemistry. Maria Ivanova, First Vice-President of the Russian Union of Chemists, noted that dependence of the domestic perfume and cosmetics industry on imported ingredients amounted to 90% in some areas, so now domestic business has all the opportunities to become a driver in this niche. Many domestic brands can successfully replace foreign manufacturers that have left the market.

The conference also highlighted examples of successful projects that had been implemented due to cooperation of industry members.

"Successful implementation of Titan-Polymer's project for the construction of BOPET film production in Pskov region on the territory of special economic zone "Moglino" is a good example of effective cooperation between federal and regional authorities and business". Chairman of the Committee on Economic Development and Investment Policy of Pskov region, Andrey Mikheev, spoke about it.

In his opinion, Titan-Polymer is a good example of a complex symbiosis of federal and regional supporting measures. "We tried to provide the most convenient place in terms of location. Infrastructural preparations were made at the expense of the managing company, received from the federal and regional budgets," Andrey Mikheev said.

It should be added that projects aimed at import substitution in the chemical industry were presented in Part 3 of the interregional scientific and practice conference. All proposals voiced at the event will be drawn up in a resolution and then sent to the relevant authorities.
