Mikhail Mishustin visited the construction site of the plant “Titan-Polymer”

On the 18^th of February, Chairman of the Government of Russia accompanied by federal ministers made a business trip to Pskov region. The delegation visited several facilities under construction including the plant “Titan-Polymer” in the special economic zone “Moglino”.

The Prime Minister was accompanied by Curator of Pskov region – Minister of Trade and Industry of the Russian Federation Denis Manturov, Minister of Economic Development of the Russian Federation Maxim Reshetnikov, Minister of Labor and Social Protection of the Russian Federation Anton Kotyakov and Minister of Finance of the Russian Federation Anton Siluanov. The purpose of visit of Mikhail Mishustin was to assess the situation in the region for development of additional support measures.

Within the SEZ territory “Moglino” the Prime Minister inspected the site of the plant “Titan-Polymer” under construction, which is a key resident. Governor of Pskov region Mikhail Vedernikov has presented this project to Mikhail Mishustin, which is being implemented with support of the Ministry of Industry and Trade of the Russian Federation and state financial institutions. In the future it will become a driver for the region development.

It bears reminding that “Titan-Polymer” has recently celebrated its third anniversary. The Group of companies “Titan” has already invested about 6 billion rubles in the project and created more than 100 jobs of 500 planned ones. In 2021 the first stage will be launched - the plant manufacturing an import-substituting product – biaxially-oriented PET films. Future enterprise products can be used in such areas as pharmaceuticals industry, production of medical supplies and food packaging. The second project stage is the capacity for PET-pellets production of fiber and film types.

Later a round table meeting was held in the SEZ “Moglino” with participation of the Administration directorate of Pskov Region, the SEZ residents and potential investors, where various aspects were discussed concerning the investment projects implementation, including arising difficulties.

At the meeting Mikhail Sutyaginsky, the founder of the Group of companies “Titan” spoke about current status of the project and its prospects. “Our project in “Moglino” is not limited to the first and second stages, it can become a basis for creation of a whole ecosystem of medium and low-tonnage chemistry enterprises on the territory of “Moglino” as an industrial technology park,” he noted. “Being a raw materials-based center, we are ready to develop finished-product output by industrial cooperation and to use high-tech scientific developments involving leading universities and representatives of scientific community.”

Mikhail Sutyaginsky also suggested to the Government of the Russian Federation as a support measure to develop expenses recovery instrument for infrastructure formation, similar to the Resolution No. 1119 in force regarding industrial parks since 2014.

Mikhail Mishustin said that preparation of such a regulatory legal act was already in process and he would instruct the Ministry of Industry and Trade and the Ministry of Finance to complete coordination and provide early introduction of the document for approval. On the whole, the Head of the Government appreciated the project “Titan-Polymer” and the conditions for residents created in the SEZ “Moglino”.

Mikhail Mishustin emphasized that the industrial cluster of Pskov region was being actively developed and due to its favorable geographical location close to the board of the European Union it could focus on two markets at the same time: European and Asian.

“The idea is great, the industrial cluster that is being implemented will create a great number of new jobs and involve young people of Pskov region as well,” the Prime Minister noted.
