Federal Minister opened new production facility at “Omsky kauchuk” plant

On January 18 with the participation of the Minister of Industry and Trade of the Russian Federation Denis Manturov and Governor of Omsk region Alexander Burkov, a ceremonial event was held, dedicated to the start-up of the isopropyl alcohol production facilities at “Omsky kauchuk” plant, included in the Group of companies Titan.

Isopropyl alcohol (IPA) is a strategic product. It is used in the chemical, oil, wood processing, perfumery and pharmaceutical industries, including in the production of antiseptics which are especially important at the present time for hospitals, treatment of hands and surfaces. This project is of great importance not only for the GC Titan, but also for the country as a whole, since the IPA production facility start-up will significantly reduce the share of the imported isopropyl alcohol consumption and provide Russian enterprises with high-quality raw materials.

Since Omsk enterprise will produce isopropanol of the highest medical quality, so the project was supported at an early stage by the Russian Ministry of Industry and Trade and Industrial Development Fund. The project also received approval of the Government of Omsk Region.

The IPA production like all other new projects of the GC Titan has high environmental characteristics and is implemented using the best available technologies. The next stage of the project will be represented by the creation of cooperative chains for organizing the IPA processing into high-margin products. Concentrating on the development of small-tonnage chemistry, the Group of companies Titan is ready to offer isopropyl alcohol as a raw material for small and medium-sized enterprises. On the basis of isopropanol, it is possible to obtain products with high quality characteristics - antiseptics and hygienic products, solvents, as well as environmentally friendly auto care products – antifreezes, and other special automotive fluids with minimum impact on the environment and human health.

On the start-up day at the site of “Omsky kauchuk” plant, Denis Manturov, Head of the Ministry of Industry and Trade of Russia and Alexander Burkov, Governor of Omsk Region were greeted by Mikhail Sutyaginsky, Head of the Group of companies Titan, Farkhad Samedov, General Director of the AO GC Titan, Nikolay Komarov, General Director of the AO “Omsky kauchuk” and the main technical specialists of the Group of companies Titan.

At the beginning of the ceremony, guests and Head of the Group of companies Titan gave a symbolic start to the petrochemical production by pressing the start-up button.

Upon a signal, the first tons of the acetone feedstock having been produced here at the site of this Omsk enterprise of the GC Titan were fed to the production unit. We remind that the minister opened the production of phenol and acetone at “Omsky kauchuk” plant in January 2020 in a teleconference mode.

“Thanks to the new capacities, the production of isopropyl alcohol in our country will increase by more than 2.5 times, to almost 100 thousand tons per year. This will significantly reduce the share of imports in this niche, and “Omsky kauchuk” will be able to cover more than half of the market. We have already signed an agreement with “Omsky kauchuk” relative to the program implementation of increasing competitiveness within the framework of the national project “International Cooperation and Export”, on the basis of the results of its implementation, the volume of isopropyl alcohol shipped for export in 2024 will amount to about 3 billion rubles. I would also like to note the environmental component of this project. The use of the most modern technologies and latest domestic equipment ensures almost complete absence of effluents and minimum impact on the environment,” said Denis Manturov.

In the course of the event the Federal Minister and Governor of the region presented departmental awards to eleven employees of the Group of companies Titan having made the most significant contribution to the implementation of the investment project.

Alexander Burkov emphasized that the project for the IPA production is important for the whole country, as it will allow to reduce two times the dependence on imports.

“It is important that Omsk isopropanol will be of high quality and will be used in medicine, pharmaceuticals, in the production of antiseptics, which are so necessary during a pandemic,” the Regional Governor commented on the production start. “This project is also important for Omsk region - thanks to its implementation, our tax base increases by almost half a billion rubles and new jobs are created.”

The creation of the isopropyl alcohol production unit is a stage of a larger-scale project for the reconstruction of the cumene production facility conducted within the framework of the comprehensive modernization of Omsk petrochemical site of the Group of companies Titan. The project is implemented within the framework of the Petrochemical Industrial Cluster of Omsk region.

“The register of projects for small and medium-sized enterprises (SMEs) has already been formed on the basis of two regional industrial clusters - petrochemical and agro-biotechnological ones, which will cumulatively become a platform for creating the cluster of new small-tonnage industries,” Mikhail Sutyaginsky told the minister. “On the basis of core products, the first ones of which are represented by phenol, acetone, and isopropyl alcohol, an environmentally friendly block of mini-enterprises will be built, providing the deep conversion of petrochemical feedstock and involvement of renewable feedstock in the processing. The number of participants of both clusters should also increase due to SMEs”.
