Development of a special economic zone was discussed at the platform of the GC «Titan»

The Governor of Omsk region Aleksandr Burkov, Deputy Prime Minister of the region Dmitry Ushakov, heads and specialists of relevant ministries, Mayor of Omsk Oksana Fadina became the participants of an off-site event. The Group of Companies “Titan” was represented by the General Director of the “GC “Titan” JSC Farkhad Samedov and top managers of the company.

The Minister of Industry, Communications, Digital, Scientific and Technical Development of Omsk Region Andrey Posazhennikov, Chairman of the Board of Directors of the “GC “Titan” JSC Mikhail Sutyaginsky and representative of the Association of Clusters and Technoparks of Russia, developing a long-term plan for the development of the Special Economic Zone of industrial and production type “Avangard” participated in the meeting via video conference.

Opening the meeting, the Governor reminded the goals and conditions of the organization of the Special Economic Zone (SEZ) in the region. He underlined that this project which is important for Omsk region will provide an inflow of investments, creation of new jobs and further development of small and medium-sized business entities: “Year ago at St. Petersburg International Economic Forum we agreed to create the Special Economic Zone which was named “Avangard”, because Omsk region should be at the forefront of the industrial development, - Aleksandr Burkov remarked. - Now we have to file an application to the Ministry of Economic Development of Russia, which support we gained early in 2020”.

Then the Minister of Economy Anna Negoduiko spoke about the current project status. The SEZ specialization with the total area of 494 hectares is the production of chemicals and petrochemicals. The management company has already been registered - SEZ PPT “Avangard” JSC with 100% participation of Omsk region. The anchor residents were identified - GC “Titan”, PJSC “Gazprom Neft” and GC “Osnova Holding”, and agreements of intent were signed. It is expected that the investment volume in “Avangard” by 2030 will have exceed 22 billion rubles, more than 600 jobs will be created, and residents over 10 years will transfer 2.7 billion rubles of taxes to the budgets of all levels.

Anna Negoduiko also concentrated on preferences for the SEZ residents. “Beside tax privileges established by the federal legislation relative to property tax, transport and land taxes, the Government of Omsk region plans to provide privileges at the local level,” she said. – A relative draft law has been developed and will soon be submitted for the consideration of the Legislative Assembly of Omsk region”.

The projects were presented at the meeting which the Group of Companies plans to implement at the SEZ site, they include the organization of the production of organic synthesis output that are in demand in Russia, for example, polycarbonates and epoxy resins.

“It’s difficult to hold out large-scale investment projects for one player, this is possible only within the framework of partnership with the state, on which the operation of special economic zones is based,” Farkhad Samedov commented the participation of the GC “Titan” in the SEZ. - For example, in Russia, epoxy resins, which represent a raw material for many products are not produced on an industrial scale, and the state needs this production, the GC “Titan” has undertaken a similar project. With the lapse of time small processing enterprises will be located around the production facilities of resins and polycarbonates. Thus, the implementation of projects within the SEZ will have a multiplicative effect - economic, social and state one. We believe in the success of the SEZ “Avangard”.

Based on the results of the meeting, the participants agreed to continue the joint work relative to the organization of the Special Economic Zone “Avangard”. The visit to the territory of the northern industrial hub where the SEZ will be located became the final part of the event.
