Chemical Industry Committee of Delovaya Rossiya will continue to address key issues in the industry

On 21 February, Chemical Industry Committee of Delovaya Rossiya held its first meeting of the year 2023 online. The event outlined the most important areas for the development of the national chemical industry.

"The issues that industries face have changed over the past year. This means that we, as the business community, need to set new tasks for the authorities. One of the most effective platforms in this regard is the Chemical Industry Committee of Delovaya Rossiya. It is growing both in the number of its members and the number of proposals being promoted," emphasized Pavel Titov, President of Delovaya Rossiya. "On March 1, we are planning the annual forum of Delovaya Rossiya with the participation of the country's leading figures, where we will be able to present our many initiatives. I am sure that we have a lot to talk to them about in the chemical industry as well”.

"The profile committee has proven to be effective, and this year, I believe, it is most appropriate to focus on the development of value-added chains in the chemical industry. All conditions for this purpose are in place. In particular, the tools of cluster support have been restarted and the cluster platform is being created," commented Andrei Shpilenko, Director of AKIT RF.

Mikhail Sutyaginsky reminded that in 2023 the committee will work on the development of low- and medium-tonnage chemistry, staffing of the industry, greening of industrial enterprises and support of high-tech start-ups of young entrepreneurs and inventors. The importance of solving these issues is confirmed by the fact that the State Duma created the Expert Council for the Development of the Chemical Industry, headed by Maria Vasilkova. Victor Ivanov, President of the Russian Union of Chemists, noted the importance of the work on the development of low- and medium-tonnage chemistry.

According to Darya Shevyakina, Deputy Director of the Department of Chemical Technology and Bioengineering, the Ministry of Industry and Trade has updated the list of import substitution measures thanks to the participation of enterprises.
"Now it is a real plan, which contains both initiatives for the manufacture of products on existing sites and potentially interesting areas for investors. And there are already serious fruits of this work: there are companies that are ready to invest in the production of import-substituting products. I am sure that this work will be developed this year. Especially in the area of small- and medium-tonnage chemistry. We are addressed by manufacturers from many industries with questions about where they can replace lost foreign supplies. On the basis of these appeals, we determined 20 main directions, basic chains. We are already looking for investors for the production of the most demanded products".

At the online meeting the measures of support for the chemical industry from the banking sector were also discussed. This was told by Natalia Ermakova, Managing Director, Head of the Department for work with key industrial customers of Sberbank."The loan portfolio of our bank in the chemical industry last year increased by 20%. And in this segment our investments are assessed as the most successful," she said.

The key point of the speaker's proposals is to create a showcase of project data, actually a marketplace for investment projects. Authors come up with initiatives, and banks and the state evaluate them and offer finances and other support.

"We should develop such a showcase in 2023. I think that it would be interesting to comprehensively consider projects for the production of small- and medium-tonnage chemicals, if we are talking about the participation of the chemical industry. This approach will help us implement not a single idea, but a whole series of investment projects in different regions, from different investors, but connected with each other by the production logic," she commented.

Olga Torbich, an expert of the committee and deputy head of the "Spatial development" department of the "Center for Strategic Research" Foundation, spoke about the reduction of the investment cycle and financial costs.

"As an expert group we collect proposals from investors on improvement of legal basis, identify issues entrepreneurs face with. On the basis of this data we design and make proposals for the Government.Having received our recommendations, the ministries and departments that are interested can draft new regulations more effectively and take more data into account when forming a legislative initiative. And we, for our part, also hold conciliation commissions for representatives of different ministries, so that the changes discussed do not contradict each other and can give the greatest effect".

According to the speaker, in the first year of operation it was possible to reduce the average time of the so-called "customer journey" (from receiving the site to commissioning) by 120 days. The improvement of the regulatory framework also made it possible to achieve a financial effect: the costs were reduced by 3%!

Also note that in 2023, representatives of the committee will highlight the issues of the industry at such major events as St. Petersburg International Economic Forum, Innoprom, the Eastern Economic Forum and others. There are plans to work in the regions: events have already been scheduled in the Omsk and Pskov regions.
