Chemical Industry Committee of "Delovaya Rossiya" in 2022: development of the industry, overcoming new challenges, ecologization, and staffing

A meeting of the Chemical Industry Committee of the All-Russian public organization "Delovaya Rossiya" was held. It was devoted to the results of work in 2022.

Mikhail Sutyaginsky, the head of the committee, opened the meeting with the following words: "In the past year, which was not easy, we once again realized how important it is to solve the emerging challenges together. Our task is to unite efforts of the enterprises in order to further promote initiatives in all spheres of cooperation. We are definitely developing industrial cooperation on the committee's platform and trying to attend as many industry-specific and high-profile events as possible. We have attended or organized more than 30 meetings, forums and working groups".

Alexey Besprozvannykh, Deputy Minister of Industry and Trade of the Russian Federation, spoke about the importance of the chemical industry in the current environment.

"Today the chemical industry is one of the locomotives in the Russian economy. The country's leadership, as well as the Ministry of Industry and Trade of Russia, set quite ambitious tasks to ensure the technological sovereignty of Russia. These are import substitution of products, supply and demand on the market. Undoubtedly, the chemical sector is the main driver for development," he stressed.

And according to Mikhail Yurin, Director of the Department of Chemical and Technological Complex and Bioengineering Technologies of the Ministry of Industry and Trade of Russia, we managed to develop and implement a set of measures that made it possible to avoid the effect that was expected by unfriendly countries. "We were able to maintain the entire set of support measures system-wide and aimed at the chemical industry, which we had, and, despite the sanctions, we kept almost all measures: it is export support, R&D, subsidies. Moreover, we have expanded the list of strategic enterprises, a measure related to support for critical imports is also in effect now, that is, a set of such measures has been implemented quite quickly.

In the course of the meeting the results of 2022 were summarized, including the results in the key areas. These are the development of low-tonnage chemistry production, greening of industrial enterprises, interaction of the business community in this area, as well as staffing of the chemical industry.

"In 2021, we held a scientific and practical conference in Omsk and formed a list of "pull-out projects" in the field of low- and medium-tonnage chemistry. And as of today, six of them are at different stages of R&D. Moreover, many of these projects were included into the list of priority IUPAC projects approved by the Russian Government," said Mikhail Sutyaginsky, the head of the Chemical Industry Committee.

The Committee continues its work on greening the enterprises. In 2022, work was carried out on the introduction of proposals to the BAT (best available technologies) directory, as well as on the formation of a register of eco-producers.

"We are working on the platform of the Scientific and Technical Council of Rosprirodnadzor. We declared our active position. We are implementing a project to develop an eco-friendly way of life "Eco-Saturday". Our committee colleagues can take advantage of this tool. At the beginning of 2023, there will be a separate presentation on the options and opportunities this project offers. "Eco-Saturday" will be presented at SPIEF again to show what programs and projects we have the most effective in terms of the environmental agenda," said Alina Rybina, Deputy General Director for Corporate Communications of Titan Group. - In December it was decided by "Komsomolskaya Pravda" media group to introduce a nomination for children's projects. In the new year I invite our colleagues to join this event, to support this or that project as a mentor. At the end of next year, "Komsomolskaya Pravda" will judge which project and initiative was the best.

This year, together with the National Agency for Skills Development, the committee launched a survey "Staffing of Enterprises" for committee members, which resulted in the preparation of an employee training program for several enterprises. In addition, committee members also participate in existing programs implemented by the Ministry of Education of Russia, in particular the Professionalism program.

Maria Ivanova, First Vice-President of the Russian Union of Chemists, told about the development of qualifications in the chemical and biotechnological complex. Much attention was paid to the development of professional standards and industry qualification frameworks on the platform of the Council for professional qualifications of the chemical and biotechnological complex, as well as interaction of the Russian Chemists Union with universities and federal methodological associations in chemistry and chemical technologies. In addition, Maria Ivanova announced a plan to open a center for skills assessment in Moscow and presented the results of the Moscow Chemical Competitions for children that were held under the auspices of the Union in the year of its 25th anniversary. Plans for next year include scaling up the competition with the involvement of major industrial partners in its preparation.

The work was conducted on professional qualifications of the chemical and biotechnological complex. Maria Ivanova, First Vice President of the Russian Union of Chemists, told about it. In particular, they talked about the development of industry qualification frameworks in the petrochemical complex and on the mineral fertilizer market, and about the interaction of the Council for Professional Qualifications of the Chemical and Biotechnological Complex with the higher education system and the system of educational and methodological associations.

Mikhail Sutyaginsky, Chairman of the Chemical Industry Committee of Delovaya Rossiya, summarized:

"At the beginning of December during the meeting with the President of the Russian Federation Vladimir Putin the Chairman of ""Delovaya Rossiya"" Alexey Repik noted that since February this year more than 100 projects have been implemented by member enterprises, projects are quite large - the construction of new factories, modernization and expansion of production, among them there are projects over 50 billion rubles. And we are sure that this is not the limit. Next year we will continue to develop our core themes and add new suggestions from colleagues that have been voiced. There is no doubt that we will continue our work in the areas outlined above: low- and medium-tonnage chemistry, human resources, and ecology. We will also need to support our human resources. At the beginning of 2023 we are already planning the next Delovaya Rossiya Forum with the participation of the President of Russia, we have collected proposals, and today they are being coordinated in the Organization".
