Assessment criteria for the effectiveness of investment projects in special economic zones were presented at “Delovaya Rossiya” platform

An online expert conference on “Requirements to assessment criteria for the effectiveness of investment projects implemented on the SEZ territory” was held. The session was organized with the support of the Chemical Industry Committee of “Delovaya Rossiya”.

The discussion was moderated by Olga Torbich, deputy director of the Spatial Development Center, supervisor of the project "Reengineering of Industrial Construction Rules", expert of the Chemical Industry Committee of “Delovaya Rossiya”.

The session was attended by representatives of managing companies, special economic zones, experts, representatives of business and others. The participants discussed requirements to assessment of investment projects which are planned to be implemented on the SEZ territory, as well as the criteria and rules for selecting and attracting investors in the SEZ and other issues.

Today, the Foundation, together with the Industrial Development Agency, is analyzing requirements to assessment criteria for the effectiveness of investment projects implemented on SEZ territories of the Russian Federation. This activity is being done in order to assess the current assessment criteria for the effectiveness of investment projects which are planned to be implemented in the SEZ.

Vice president of the Foundation “ Center for Strategic Research”, director of the “Spatial development” Center Tatiana Karavaeva said, “During this year, together with the Ministry of Economic Development of Russia, we have been actively considering all new applications for the creation of special economic zones in Russia. I can point out that the interest to SEZ keeps growing. Today, the regions know about this “tool” and want to use it. I expect this discussion to be continued, and we’ll exchange our opinions”.

Olga Torbich said: “We are trying to take into account our experience, including international, so the task is to prepare proposals for assessment requirements of investment projects planned to be created within the SEZ, taking into account the analysis of the current regulatory framework in Russia and international practice to assess the effectiveness of projects”.

Expert Ekaterina Smirnova spoke in detail about assessment criteria for the effectiveness of investment projects.

“The assessment criteria for the effectiveness of projects have been examined. The purpose of the study is criteria formation. In addition, the current legislation has been analyzed on the completeness of the effectiveness of the assessment of investment projects. As a result, a list of legal acts regulating SEZ and the assessment of investment projects has been drawn up. The main purpose is verifying the current and international requirements that should be put in leading positions”. 

The expert paid special attention to international practice: “International experience in assessing the effectiveness of investment projects has also been analyzed. We’ve defined prioritizing of criteria in the assessment of investment projects in international practice. In particular, foreign countries use such criteria as the priority sector, national origin, export focus, regional development. It turned out that 80% of all countries use these criteria when assessing investment projects. For ourselves, as an example, we have identified several countries whose requirements for investment projects can be applied in Russian practice. These are, for example, the People's Republic of China, Singapore”. 

The experts also recalled that effective tools for interaction between government and business should be created to ensure the sustainable social and economic position of Russia. It is also necessary to create production infrastructure in the regions.

Therefore, SEZs are of particular interest as a form of innovation and infrastructure development of territories.
