The draft of industrial environmental standard (Eco-Standard) was presented to Federal bodies of state power at the Committee meeting of Delovaya Rossiya on the chemical industry on November 19. The ecological initiative of AO GC Titan was supported by the representatives of the Federal Service for Supervision of Natural Resource Usage, the Ministry of Industry and Trade and Ministry of Natural Resources and Environment of Russian Federation.
The Eco-Standard project is the initiative of the Committee for the chemical industry of Delovaya Rossiya, which was supported by AO GC Titan. The draft was presented on the Committee meeting, which was attended by the experts of Ministry of Industry and Trade, Ministry of Energy and Ministry of Natural Resources and Environment of Russian Federation, as well as by specialists from Federal Service for Supervision of Natural Resource Usage, EPIC Federal State Autonomous Body Research Institute “Environmental Industrial Policy Centre”, and also by representatives of the scientific and business associations. The meeting was held by the head of Committee, the Chairman of the Board of Directors of АО GC Titan Mikhail Sutyaginsky.
“In the course of this challenging year for a chemical industry, the Committee focused on the environmental agenda, including the participation in the implementation of the national project “Ecology” and the development of measures for the greening of production, – told the Committee head. – The enterprises have shown not just once their willingness to participate in the solving of social problems; and one of such example is the quadripartite agreements for the burden reduction on the environment. However the manufactures have faced with the lack of clear mechanisms for greening production and communications both with the expert community and the population. Eco-Standard was developed to meet these challenges”.
Eco-Standard is an example of non-state legal regulation and it introduces through the acceptance of corresponding Statement; conclusion of agreements between interested parties and development of local regulations at particular enterprises. The need for the environmental standardization has been announced on a number of times throughout the year at open discussion platforms in Omsk, Moscow and Saint-Petersburg. In particular, the experts of the Delovaya Rossiya chemical industry Committee Sergey Khoroshaev and Alexey Obukhov explained as how the idea of the eco-Standard was formed and how this business initiative can be implemented together with the state authorities on environmental agenda: “The corporate industrial eco-Standard of the enterprise is a tool for its self-regulation in order to comply with the indicators of the national project “Ecology” and in relation to other national projects. It includes measures for upgrading the technological processes, creation of public eco-spaces aimed to involve the public in environmental issues, as well as awareness-building for creation an image of the environmentally responsible enterprise”.
Mikhail Sutyaginsky noted that scientists, environmental experts, practicing lawyers in the field of environmental protection, research institutions, environmental associations and specialized companies, and, of course, chemical industry enterprises were invited for the establishment of eco-Standard
Pavel Filatkin, Deputy Director of the Department of the Chemical-Technological Complex and Bioengineering Technologies of the Ministry of Industry and Trade of Russia and Roman Bespalov, Head of the Department of State Policy and Regulation in the Sphere of Environmental Protection and Ecological Safety of the Ministry of Natural Resources of Russia expressed their opinion on the environmental standard. The head of the Project Office of the federal project "Clean Air" of the national project "Ecology" of Federal Service for Supervision of Natural Resource Usage, Alexander Vlasov supported Ecostandard as an idea of business self-regulation in the environmental field.
“The project “Clean air” united businesses, we also cooperate with the scientific and expert communities as well as the influential environmental public groups in the regions, – commented the environmental authority expert. –We are interested in building the cooperation relations between enterprises with the mutual support of Delovaya Rossiya, formation of new of growth points and localization of effective green technologies.”
The representatives of the Federal authorities of Executive branch, members and experts of Committee expressed their interest in the project and intention to start working at this direction with a support of Delovaya Rossiya. Following the results of the meeting, proposals and comments from the participants are expected for further modification of the Ecostandard.
The final meeting of the Committee will take place on 4th of December 2020 and the new revision of the industrial ecological standard will be presented there.
