About the current activity of «Omsky kauchuk» plant regarding the observation of rules and standards in the environmental control field

The Siberian Interregional Department of Rosprirodnadzor from 16.10.2019 to 13.11.2019 (according to Inspection report No. ATVZ-1069 dated 18.11.2019) carried out a scheduled on-site inspection of the PJSC “Omsky kauchuk”. Based on the results of this audit, an order was issued to the enterprise.

During the inspection 3 inconsistencies were identified connected with the equipment operation regarding the isobutylene production. According to the resolution on the administrative punishment imposition “Omsky kauchuk” plant paid the fine in full (80 thousand rubles).

Regarding the treatment of production and consumption wastes, payments for the environmental burden, land use, use and protection of water resources - no violations were identified.

Besides the enterprise regularly conducts the industrial environmental monitoring of compliance with the standards for maximum permissible atmospheric emissions from stationary sources of the PJSC “Omsky kauchuk” through the Testing Sanitary Industrial Laboratory and the Industrial Safety, Labor Protection and Ecology Department.

Violations of the frequency and timing of industrial environmental control were not identified. From November 29, 2019 to December 10, 2019 the Siberian Interregional Administration of Rosprirodnadzor conducted an unscheduled on-site inspection of the PJSC “Omsky kauchuk” (Inspection report No. A-1169-c) in order to monitor the enforcement regulation. To conduct an independent examination, specialists of the Laboratory Analysis and Technical Measurement Center of Omsk region were involved.

“After receiving the order, a commission was organized at “Omsky kauchuk” plant, based on the results of which it was found that at the time of sampling there were no violations of the process mode and there were no malfunctions. Shutoff valves of one of the pumps were damaged, after the repair the indicators returned to the normal mode, which indicates that the violation of the order was eliminated within the prescribed time,” said Igor Grushko, Head of the Industrial Safety, Labor Protection and Environment Department of “Omsky kauchuk”, if we talk about the second lack of conformity, methane was not taken into account in the maximum admissible discharge, since its share is an insignificant one. The third lack of conformity refers to the excess concentration of light hydrocarbons, but they are not included in the List of pollutants, for which measures of the state regulation in the field of environmental protection are applied, therefore they are not subject to regulation. Therefore, we believe that the second and third lacks of conformity are subject to exclusion from the regulation”.

Late in December 2019 the PJSC “Omsky kauchuk” sent a statement to the Arbitration Court of Novosibirsk region in order to invalidate clauses 2 and 3 of the order dated 10.12.2019. The first clause of the order was eliminated within the prescribed period.

We add that since mid-December, the specialists of the Testing Sanitary Industrial Laboratory of “Omsky kauchuk” conduct additional surveys on the content of organic and inorganic substances in the air in the enterprise influence area (industrial site, sanitary protection zone limits, residential zone border points). Control points are indicated in the maximum admissible discharge of the enterprise, as well as in the sanitary protection zone project and agreed upon by supervisory authorities. There is no excess in limits.

The activity of “Omsky kauchuk” plant is controlled by supervisory authorities, including Rosprirodnadzor, Rostekhnadzor, Federal Agency for Fishery, Environmental Prosecutor’s Office, Rospotrebnadzor, and Ministry of Emergencies. Checks are conducted both planned and unscheduled ones. On average, over 20 scheduled and unscheduled inspections are conducted at the plant annually.
