TASS: Gazpromneft, Titan and Osnova-Holding will become anchor residents of the Omsk SEZ

The press service of the Omsk region government reports that Gazpromneft-Bitumen materials Company, Group of companies Titan and Osnova-Holding JSC will become anchor residents of the Avangard special economic zone (SEZ) which is being created in Omsk. They plan to implement projects in the SEZ with an investment value of 22 billion rubles.

Omsk is one of the largest petrochemical production centers in Russia. The largest in the country oil refinery processing plant of Gazpromneft is located in Omsk and the plants such as Omsky kauchuk AO, Poliom Ltd of GC Titan, Omskshina PJSC and Omsk Carbon Group Ltd.

“By this date we already have anchor residents; they are Gazpromneft-Bitumen Materials Company, GC Titan and Osnova-Holding. Residents already have projects with an investment value of 22 billion rubles by minimum calculations. It is important for us that we can give rise to our key industries such as chemistry and petrochemistry; this is the area where Omsk has always been strong. The press service of the governor of the Omsk region Alexander Burkov quoted that ‘’it will provide an opportunity to attract new technologies”.

According to the head of the region, the residents will be provided with tax preferences in order to be able to implement the capital intensive and modern projects, which include exemption from corporate property tax and transport tax for up to 10 years and up to 5 years for land tax.

It is also planned to establish reduced rates on income tax for residents in the part to be credited to the budget of the Omsk region, e.g. 0% within 5 years from the moment the first profit is received, 5% from 6 to 10 years and 13.5% after 10 years. The bill will be considered by the regional parliament in July.

The region allocated two land plots with an area of 494 hectares for the SEZ, where several dozen production sites will be located. A management company has already been created and a development map for Avangard in 2021-2030 has been designed. “This is a large-scale project and most importantly, a long-term one. We make preliminary calculations for the next 10 years, - said Burkov. “The project of a special economic zone is very important to our region. This is yet another loop of industrial sector development for our economy.”

The implementation of key residents’ projects will also create at least 600 high-tech jobs.
