Ministry of Industry and Trade of the Russian Federation: Denis Manturov launched production at AO “Omsky kauchuk” plant via teleconference

January 27, Moscow. — Minister of Industry of the Russian Federation Denis Manturov launched the production of phenol and acetone at “Omsky kauchuk” plant which is a part of the Group of Companies “Titan”. The official launch of the petrochemical facilities occurred in the teleconference mode “Omsk-Moscow”.

Governor of Omsk region Aleksandr Burkov, Deputy Chairman of the Government of the Omsk Region Dmirty Ushakov, Minister of Industry, Communications, Digital and Scientific and Technical Development of the Omsk Region Andrey Posazhennikov and the Head of the Group of Companies “Titan” Mikhail Sutyaginsky took part in the ceremonial launch of the new production. 

During the ceremony General Director of the AO “Omsky kauchuk” Nikolay Komarov was in the facility’s operator room in Omsk and received a signal to launch a production from the Head of Ministry of Industry and Trade of Russia. The first parties of finished products were received at the tank farm in the real-time mode for the shipping to consumers in the near future.

The enterprise will use the upgraded local solutions and the equipment complex, which is fully compliant with the standards of the best available technologies. This will minimize the environmental exposure, while the production quality will conform to the high international standards. As a part of the national project «International Cooperation and Export» we have already signed the Agreement on the implementation of competitiveness enhancement program with “Omsky kauchuk”. According to this program the enterprise is expected to increase the volume of international supplies by almost 25 times in 5 years bringing it up to 7.4 billion rubles in 2024 and it will replace imports of phenol and acetone for all intents and purposes, Denis Manturov emphasized.

The project was implemented with the support of Ministry of Industry of Russian Federation using a concessional lending from the Industry Development Fund. The total investment volume for the implementation of the project was 4.9 billion rubles and 130 new high performance jobs were created.

The modern facility producing phenol and acetone launched at the “Omsky kauchuk” is of the strategic importance not only for Omsk region, but for the whole of Russia. This is another one major step for strengthening the local production export potential. The new facilities will allow reducing the purchase of the phenol abroad and significantly increase the export of acetone. First of all, the new production means strengthening our economic potential for the region, increasing tax payments and creating new high-tech jobs, said the Governor of the Omsk Region Alexandr Burkov.

Technical re-equipment of phenol and acetone production is one of the stages of the modernization project of Omsk petrochemical facility «Titan» GC which provides for the launch of the bisphenol A, polycarbonate and epoxy resins production by 2024. At the same time the company works on a technical re-equipping project of cumene production and organization of import-substitution production of isopropyl alcohol.

The quality of phenol and acetone produced by AO “Omsky kauchuk” is not inferior to foreign products, which permits completely replacing the country imports and competing with the world's largest manufacturers in the international market on equal terms, Mikhail Sutyaginsky emphasized.

For reference:

Phenol and acetone production has been carried in Omsk out since April 1968. It was discontinued in March 2014. The Group of Companies “Titan” decided to return to the production in 2016 at a new technological level using the best available technologies. Upgraded domestically produced technology permits to reduce the environmental exposure by several times and the modern automatic control and regulation system permits to minimize the human factor.

 “Titan” GC purchased more than 300 units of main and auxiliary process equipment such as columns, heat exchangers, tanks and pumps. More than 450 workers were working on the work shop sites during active operation phases including the specialists from thirty contractor organizations.
