Strategic resident will appear in “Titanium Valley”

It is planned to build in Sverdlovsk region a plant for the production of a highly demanded product - technical silicon. The site Verkhnyaya Salda in the Special Economic Zone “Titanium Valley” was chosen out of the proposals being considered during the year for the location of the production facility. The project presented by its initiator, the head of the GC Titan Mikhail Sutyaginsky, has already been approved by the Investment Board of the region. The total amount of capital investments is estimated at 9.3 billion rubles.

The project holder to construct the plant is the company “Silarus”, which was established and registered for the project implementation on the territory of Novouralsk urban district of Sverdlovsk region. Due to the lack of conditions for the project implementation in the Priority Social and Economic Development Area (PSEDA) Novouralsk, the company's specialists had to carry out extensive work to localize the future production. Guided by economic efficiency, the requirements of Russian environmental legislation and optimization of the transport component, the site in the city Verkhnyaya Salda was defined. The key aspect in selecting the site was availability of the SEZ site “Titan Valley”.

The plant is supposed to produce highly liquid grades of technical silicon with minimum of impurities. The design capacity is 36 thousand tons of pure technical silicon per year. In addition, the list of the company's products will include demanded in construction condensed microsilica - 17.1 thousand tons.

- We will export a part of technical silicon to Europe and Japan, where it is used for organosilicon compounds as well as for silicones, oils and lubricants manufacturing," Mikhail Sutyaginsky noted. - We expect to invest 9.3 billion rubles in the project over three years and launch the enterprise in 2024.

The new plant in Verkhnyaya Salda will occupy an area of 20 hectares and will be equipped with modern equipment with high environmental characteristics from the leading manufacturer - the Italian company Tenova S.p.A.

- Tenova equipment is successfully used at similar facilities all over the world, including Australia known for its stringent requirements for environmental protection,” Marina Krasko, General Director of “Silarus” LLC, informed the Investment Board. - The equipment we have chosen eliminates generation of industrial wastes being buried and minimizes gaseous discharge. Due to modern gas filtration equipment, included in the list of the best available technologies, the degree of effluent gases purification reaches 99.8%.

As General Director of “Silarus” LLC explains, several sites have been considered for the location of the future production facility:

- We considered several territories for production location, including the one in Novouralsk city. As a result, the availability of vacant land plots with a high degree of readiness in terms of engineering, resource and transport support, meeting all the requirements of environmental legislation and the Town-Planning Code, which the SEZ “Titanium Valley” is provided with, became a priority when choosing this site," Marina Andreevna explains. - Today this special economic zone is a promising instrument for the development of such a major project as ours.

The company will create more than 300 new jobs in the region, and therefore the project has already been highly appreciated by the regional authorities at the initial stage.

Victoria Kazakova, Minister of Investment and Development of Sverdlovsk region, assured that Sverdlovsk Region Government will provide the company with the whole range of state support measures for investment projects, including the agreement on protection and promotion of capital investments, which guarantees the investor long-term predictability of project implementation conditions on the territory of Sverdlovsk region.

- The enterprise has found an ideal production site in Sverdlovsk Region that will enable it to launch production in the shortest possible time and with maximum profit," Alexander Vysokinsky, First Deputy Governor of Sverdlovsk Region commented. - The main consumers of the produced silicon will be both Russian and foreign metallurgical companies.

SEZ “Titanium Valley” is a special economic zone of industrial-production type established in 2010. Priority sectoral areas of the SEZ: aircraft building, titanium products manufacturing, as well as equipment and components for mechanic engineering and metallurgy, etc. Currently, 20 manufacturing companies are residents of “Titanium Valley”. The force of attraction of the SEZ is ensured by the necessary in- and off-site engineering infrastructure, and also the freight railroad for shipment of finished products, that is being built under concession with JSCo “RZD”.
