The representative of the Novocherkassk enterprise of the GC Titan took part in the conference “Environmentally friendly waste management and extended producer responsibility” organized by Franco-Russian Chamber of Commerce and Industry and Russian Environmental Operator (REO).
One of the key speeches of the event was the report of Denis Butsaev, General Director of the REO. He said that the aim set for the sphere of waste management in Russia within the framework of so called “garbage” reform was to increase waste amount sent for recycling from 7 to 36% till 2024. This reform integrates the Extended Producer Responsibility (EPR) mechanism existing in Russia since 2014.
It is worth reminding that within ERP manufacturers and importers of products are involved in goods and packaging disposal after loss of their consumptive qualities. They either utilize packaging themselves or enter into a recycling agreement with a specialized organization or pay an environmental fee.
In general, “garbage” reform implementation requires significant investments in infrastructure, wherefor the state involves private investors. Instruments of state support can be credit interest rate subsidizing for creation of infrastructure facilities, part of the equipment lease payments subsidizing, as well as possibility of bonds purchasing issued for fundraising to the industry.
Denis Butsaev stressed that entry of foreign investors into waste management industry would be an asset, particularly French enterprises.
Then the representatives of Russian companies’ branches such as Danone, Leroy Merlin, Saint-Gobain, Schneider Electric and LafargeHolcim shared their practice in waste sorting and recycling, as well as their experience in Extended Producer Responsibility implementing.
Novocherkassk Lubricant Production Plant, included in the GC Titan, showed great interest in the event as it is a participant in the EPR mechanism.
“As a producer of b2c products NZSM shares anxiety of the country's leadership related to the growth in solid municipal waste volumes, but I would like to note there is another aspect of the problem as well: it is necessary to work not only with manufacturers, but also with population, to raise the culture of using the infrastructure that exists and that is under formation for SMW handling,” NZSM General Director Igor Kostyuk commented. Generally, the enterprise is interested in cooperation with Franco-Russian Chamber of Commerce and Industry as a platform for experience exchanging and presentation of its production to potential foreign partners.
Information: Russian Environmental Operator is a development institution, its tasks include reforming SMW management industry, participating in infrastructure creation and attracting investments to the industry. The Russian Environmental Operator is developing a federal scheme for SMW management - an information system reflecting locations and capacities of the existing and prospective infrastructure facilities of the industry.
