On July 13, heads of industrial companies, leading research centers and universities discussed the formation of a list of pulling projects in the field of low-tonnage chemistry at a scientific and practical conference in Omsk Congress Hall. The discussion platform was organized by Chemical Industry Committee of the business association “Delovaya Rossiya” and the Russian Union of Chemists.
The executive branch of Omsk region, where high-capacity chemical production facilities are concentrated, was represented at the conference by Andrey Posazhennikov, Minister of Industry, Communications, Digital and Scientific and Technological Development, and Anna Negoduiko, Minister of Economy.
“It is generally assumed that position in the chemical and petrochemical industries is one of the best indicators of economy health, as petrochemical enterprises are suppliers of feedstock, products and materials for all our economic practices and service sector. The manufactured products find use almost across the board. And certainly, we associate the development of Omsk region with the petrochemical complex progress,” Andrey Posazhennikov informed.
Today, over 300 small, medium and large chemical enterprises are operating in Omsk, it’s about 15 000 people. Over a quarter of the industry's capital funds are concentrated in the petrochemical complex, the industry accounts for over 90% in the volume of regional exports. The experts are sure, the development of the petrochemical complex is impossible without scientific institutions, due to which enterprises introduce the most advanced technologies and inventions.
A Research and Educational Center has been established in the region for the development of scientific capability. The projects in the branch of chemistry and petrochemistry, that conform to international standards, are basic for the center. The authorities of Omsk region are confident that further economic and industrial development of the region and the Russian Federation on the whole is impossible without synergy of science, education and business.
“Today the key idea is to reconsider strategic regional upgrowth from the perspective of the science and technology sector development. Science should become a core of the regional strategy, which will give a stimulus for all spheres development. We have a fairly active discussion with the regional scientific community, discussing the scientific premise for sustainable regional development. It’s rather interesting to hear about long-term projects. I think that issues of low-tonnage chemistry development will take a rightful place in the new regional strategy," Anna Negoduiko said.
The experts noted that it is most essential to improve processes and apply the best developments and share the best practices. Only joint effort will contribute the domestic manufacturer to reach the world level.
“It is very important that both business and the state jointly voice the most significant chemical industry areas that need to be dealt with and supported. To develop the industry, enterprises and representatives of science should use their own forces, resources and developments. A meeting at the same venue is another way not only to exchange promising ideas, but also to help higher-level government organizations to decide on priority projects for support,” President of the Russian Union of Chemists, Viktor Ivanov said.
Mikhail Sutyaginsky, Chairman of the Board of Directors of the AO GC Titan, spoke on behalf of the Chemical Industry Committee of “Delovaya Rossiya”:
“The Committee has long been involved in the low-tonnage sector. At the beginning of the year, we formulated general proposals to form a package of initiatives for the chemical industry in the field of industry staffing and state support of scientific research, design, and testing,” he said. - Today, with the help of experts, we have distinguished those projects that can become development drivers; this is the area where we should definitely take actions together.”
A number of projects are already being implemented at the GC Titan’s site. These include projects for the organization of deep hydrocarbons processing, as well as the processing of grain and oilseeds. An important aspect is compliance with all environmental measures when implementing projects. In particular, the AO GC Titan make a provision for arrangement of the production of eco-fuel and related hereto components based on renewable raw materials; obtaining a line of ecological products of auto chemicals and biotechnological products.
“Titan's projects are not only a prospect for the region, but also a contribution to the future of the whole country concerning environmental protection. We are forming a portfolio of demanded environmentally friendly products, which in their turn will help reducing the environmental impact, as new production facilities will be built to the highest modern environmental and industrial standards,” he emphasized.
As a result of the conference, a list of proposals will be formed, which the Committee for the Chemical Industry of “Delovaya Rossiya” will forward to the Ministry of Industry and Trade.
We should remind, in December 2020, following the meeting with major petrochemical companies, Russian President Vladimir Putin instructed the government to take measures to increase output of small- and medium-tonnage chemical products by 70% by the year 2030, including the decision on a list of priority or “pulling-out” chemical projects that can have complex influence on the development of the related economy branches. On the public part, industry and business associations, including Russian Union of Chemists and “Delovaya Rossiya”, were actively involved in this work.
